Human being has a nature of possession of every things that obtain by himself and wants the rules and regulations are codified and operated in order to guarantee and stabilization of it .But now, it is observed that these rules are done as privation and limitation.

This thesis tries to investigate the jurisprudence and legal sources to reach this goal and explain if the system of government has the right of privation and limitation or not.
