Entrepreneurship serves as a pivotal driver of economic and social development, playing a key role in job creation, innovation enhancement, and competitiveness promotion. The Economic Cooperation Organization (ECO), with its unique regional capacities, provides a conducive platform for fostering international entrepreneurship. This study aims to propose a model of international entrepreneurship for ECO member states.Adopting an exploratory qualitative approach; this research employs systematic grounded theory methodology, utilizing in-depth interviews with experts and data analysis via MAXQDA software. Findings reveal a "multi-level convergence" model that promotes institutional coordination, regional networking, and entrepreneurial capability development across macro, meso, and micro levels. This model facilitates the effective participation of small and medium-sized enterprises (SMEs) in global and regional markets while leveraging complementary advantages to enhance competitiveness and sustainable development within the ECO region.The study's outcomes offer valuable insights for policymakers, science and technology parks, and chambers of commerce in designing international entrepreneurship strategies. However, institutional and economic disparities among member states may limit the generalizability of the findings.
