The aim of this study is survey of evaluate compliance development programs with Islamic economics. To achieve this goal, we use content analysis method according to the Qur'an and criteria of justice within the framework of Islamic economics, using MAXQDA10 software, Survey the Fourth and Fifth Programs and Sixth Legislation of Development Programs of Economic, Social and Cultural. The results of quantitative and qualitative analysis showed that there is no balance according to three components of Islamic justice in three development programs. During the three programs, on average according to economic justice is about 64/39, social justice is 49/36, and cultural justice is about 86/23 percent. Since the three components of Islamic justice interaction together but in development programs there is no balance between attention to components of Islamic justice and more attention on economic justice.
