The purpose of this comparative study is to analyze and diagnose the human resource development system in the long-term national programs during two different time periods, with an emphasis on the political, economic, and legal dimensions. The political dimension of these programs refers to their influence and interaction with political policies and decision-making, the economic dimension focuses on their impact on the country's economy, and the legal dimension relates to the programs' compliance with relevant laws and regulations. Methodology To collect the necessary data for this research, interviews with experts and managers in the field of human resources were conducted. Subsequently, the identified damages were analyzed using T-test and hierarchical method. Findings The research findings indicated the identification of four dimensions including operational, political, economic, and legal factors as damages. Eventually, a final model was proposed. Conclusion These findings can assist policymakers in utilizing past experiences to design future programs and implement necessary reforms in the country's human resource development system to bring about the required improvements.
