Development plans can be considered as a framework for the overall administration of society. Since these plans are documented in written form, we have examined them using content analysis. In this research, based on the data obtained from the content analysis of development plans, we have sought to interpret these data by adopting a theoretical framework and aligning them with societal realities from the perspective of historical and discursive dynamics. First, we have explained the theories related to this viewpoint, then analyzed the historical and discursive currents in Iran and their social consequences. Finally, we have explored the connection between these currents and the content of development plans.
