The main purpose of the current research is to provide a strategic model for the development of Iran's oil and gas industry exports with regard to economic sanctions and measuring their impact and mechanisms. In this research study, a sequential process is used for the implementation of the research, and research data is collected and analyzed in two stages and through two methods. In the first stage, the factors affecting the ability to export the oil and gas industry in the face of economic sanctions will be identified and explained in order to gain more knowledge of the actors affecting it. This stage will be implemented through the method of grounded theory analysis (Strauss and Corbin model). Then, in the second step, through a quantitative test, the effectiveness of the factors identified in the previous step is checked. In the qualitative part, to examine and answer the research question, interviews with university experts in the field of oil and gas industry exports, as well as familiar experts and experts, are conducted. Academic experts will be selected based on judgmental and snowball sampling. Considering that the research method is mixed, qualitative data will be collected first using the grounded theory method (Strauss and Corbin model) and then based on the information obtained using the questionnaire, data collection will be done. In the quantitative stage, hypotheses related to the influence of the influencing factors on the capabilities of the oil and gas industry to face the economic sanctions that have been identified in the first stage have been presented in the form of structural equation modeling and with the help of SmartPLS software. Finally, 43 components and 91 confirmed indicators were approved by the experts in the form of causal factors or preconditions (5 components), content conditions (6 components), intervening conditions (6 components), substrate conditions (10 components), strategies (13 components) and The consequences (3 components) were identified in this step. Exploratory factor analysis was done on 91 questions of the questionnaire, which factors: causal, intervening, strategy, consequences were identified as effective factors on entering foreign markets for the success of exporting oil and gas products. The relationship of all variables with conditions was confirmed (significant number greater than 1.96) and finally the research model was confirmed.
