The present study aimed to present a transformational leadership model with an emphasis on strategic human resource management practices during the COVID-19 pandemic. The research method is qualitative and based on the grounded theory approach, which was carried out based on the systematic approach (Strauss-Corbin). Research data were collected through semi-structured interviews with 11 academic experts and managers of five-star hotels in Tabriz, and the interview process continued until theoretical saturation was achieved. After analyzing the data in three stages of open, axial, and selective coding, a paradigmatic research model was presented. In this model; causal factors include organizational changes and strategy, the axial phenomenon includes transformational human resource leadership, contextual factors include communication and innovation, intervening factors include organizational structure and culture, strategies include human resource planning, employee empowerment, improvement of the compensation system, review of performance appraisal, and finally; outcomes include organizational success and improvement of human resource performance. It is worth noting that the validity and reliability of the researcher's findings were confirmed by citing the opinions of experts and calculating relevant indicators.
