The aim of the present study is to design a green human resource management model with a fuzzy Delphi approach (case study: Tehran Municipality). The present study is considered an applied research in terms of its purpose and a mixed research method in terms of its method. The research method of the present study is a combined research method of sequential-exploratory design with theme analysis. The statistical population of the present study in the qualitative section is senior managers and experts, key informants and human resource experts. In this study, 12 people were selected as the statistical population using the theoretical saturation method in the qualitative section. In the present study, the fuzzy Delphi approach was used to analyze the data to screen the indicators and identify the final indicators. The experts' views on the importance of the indicators were collected. The experts' views were used to determine the importance of the indicators. Although experts use their mental abilities to make comparisons, in this study, triangular fuzzy numbers were used to fuzzify the experts' views. . The results of axial coding showed that 195 initial codes were categorized into 33 sub-themes and 7 main themes. The kappa index was used to measure the reliability of the designed model. The value of the kappa index is at the level of valid agreement.
